This blog is to provide information about the sparsh PCDA pension portal. Sparsh stands for the system for pension administration for RAKSHA. Whereas PCDA refers to the principal controller of defense accounts. Let us understand the current existing system. This scheme was enacted especially for defense personnel pensioners. As of today, we have three pension-sanctioning authorities. One for the army at Allahabad. Another one for the navy at Mumbai. Lastly, one for the Indian air force at Delhi. These authorities generate the PPO (pension payment order). That payment order will be sent to service headquarters and the CPPC (centralized pension processing cell) of the bank. Then followed by providing pensions to the defense pensioners. Currently, pension is dispersed by 28 public sector banks and 4 private sector banks. Defense personnel used to get pensions through treasuries at a time when banks did not exist. But now treasuries are almost extinct. And through 63 DPDOs (defense pension disbursing offices) that are mostly in north India. Also, 500 post offices were used to disperse the pensions. However, the entire dispersion of current pensions is only under the banks. 

Short comings before implementing Sparsh PCDA pension portal :

There are some shortcomings in the present system. Most of the defense personnel pensioners realized that they do not hit the correct number of pensions. This is because Defense pensions are very complex in nature. There is a rule for every type of pension. Policies for every defense pensioner. Due to this complexity, the pensioners are facing some conflicts as mentioned below. 

1. Widows find it difficult to obtain family pensions after the death of their husbands (defense personnel). 

2. Some banks do not remit dearness allowance every six months. 

3. Limited knowledge of pension scheme rules of some bank employees. 

4. Recovery of overpaid pension by imposing deduction of about one-third of pension. 

5. Conflicts while local branches advise the pensioners to consult the cppc of the bank. 

6. Cases when cppc takes a long time period for resolving the issues. 

7. Poor knowledge of the members of cppc restricts the flow of pension income. 

8. The above shortcomings of the present system have to be overcome. So, the CGDA itself realized that there is a necessity for a new system. So, they came up with a new scheme called SPARSH. They have sent a notice regarding the defense personnel pensioners system. This paper was titled the centralized pension disbursing system. Guided by the defense ministry. 
   

Sparsh PCDA pension portal login :

A pensioner will be provided with a user id and password. When a pensioner is migrated from the previous system to SPARSH. One must ensure to secure them in order to access his account. A defense pensioner can log in into his account in three methods. This is to simplify the scope of getting access to respective events of defense pensioners.
 

Digitized life certificate (DLC) Method 1 :

• Log in to the Sparsh PCDA pension portal using the provided username and password. 

• Click on the identification tab which is top left of the menu. 

• Then click on the perform identification button below the personal particulars. 

• Select the Aadhar button and follow the onscreen process. 
  

Manual life certificate (MLC) Method 2 :

• Log in to the Sparsh PCD pension portal using the provided username and password.

• Click on the button against MLC and click generate MLC number. 

• Click upon initiate request. 
  
  

Annual life certificate (ALC) Method 3 :

• A certificate will be generated.

• Save and take a printout of that certificate.

• Get the signature of a gazette officer (welfare officer under service). 

• Upload the image of the signed document in the SPARSH portal (through pdf from mobile).
  

Annual life certificate (ALC) Method 4 :

One can follow this method 4 when he/ she is unable to do the above process. It just includes some instructions in a simple manner. In order to get the document. 

• Visit a nearby common service center (CSC) also called e-Mitra or e-Seva. 

• There are 982 service centers all over the country. 

• One can browse for the CSCs official link in search engines like google to locate CSC.

• Locate the service and then select the state, district, and PIN code of the post office. Click search. 

• It generates the location of CSC nearby your location. 
  
  

Sparsh PCDA pension portal registration :

The defense personnel pensioners have been migrated to the new pension system. After the implementation of the new scheme SPARSH. Even pensioners can check their status by using the official link provided in the sparsh PCDA  pension portal. This is the process of registration under the Sparsh PCDA  pension portal. The recently retired defense personnel must follow these steps. In order to get registered under this scheme.

•  An email and SMS will be generated by the government to the registered mobile number and mail id. 

Also provides the user id and password along with the bank to that particular member. Id is a 12-digit number and that id will be your PPO number. Just add 01 at the end of your id to get the username. For example, if your provided PPO number is 1234 5678 9101. Then add 01 at the end. 1234 5678 9101 01 this will be your username. 

Continue the process by entering the following. 

• Old PPO number.

• IC number.

• Bank account number.

• Type the provided captcha and click submit  

• Find the newly generated PPO number below the link (under various migration statuses).

• If one has not received the user id and password, then contact PCDA Prayag raj at 1800 180 5325. 

• Or even in the tcs portal on 011-208937 82/ 83/ 84/ 85. 

One must ensure these aspects while registering under this process. No soft or hard copy will be generated for the issued PPO. Only the PPO number is provided to that respective candidate. The posting profile of SPARSH provides the particulars of (a) service, (b)family pension, and (c) other related benefits. Take a printout to secure them. 

How to find sparsh PPO number :

Many of the pensioners have this doubt about how to find their sparsh PPO number. An email and user id will be generated by the government to the one registered under sparsh. That provided user id will be a 12 digit number. Also provides the confidential password along with the bank details to that particular member. The 12-digit id will serve as your PPO number. By adding 01 at the end of the provided you will get the username. For instance, if the provided PPO number is 1324 5768 9011. Then add 01 at the end. 1324 5768 91011 01 this will be the final username. For a better understanding of finding sparsh PPO number lets follow the sequential steps as followed below 

 

Step 1 - Go through the pcda allahabad official website. You can click on this link instead pcdapension.nic.in

 

Step 2 - check the status under migration into sparsh column. 

 

Step 3- An interface will be generated. Now click on know your sparsh PPO. 

 

Step 4- fill the required columns with detailed information that followed by the image verification.

 

Step 5 - Then click submit and you will be provided with PPO number and related information.

 

How to check migration status in sparsh:

Earlier defense pensions were paid through posts or treasuries somewhere banks. A new scheme came into light under the guidance of the defense ministry. With the view to provide pensions to the retired defense personnels. Also to the families who lost or got injured to their blood related in the war. The pensions of defense personnel were transferred to the sparsh portal. As soon as the concept was introduced in the real world. The defense personnel pensioner can avail his pension only through this sparsh portal. For that purpose, he or his family members must be registered under this portal. To get their provided monetary sum under respective events of their service in the field. Here’s how you can check the process of migration status in sparsh.

Step 1 - Go through the main website portal of sparsh as shown below or click on sparsh.defencepension.gov.in 

 

 Step 2 - You can find services at the top provided options.

 

 

 Step 3 - Under option track, click on track migration status.

Step 4 - it leads you to an interface as shown below. 

 

  Step 5 - Fill the provided spaces with required details. 

 

Step 6 - Finally click on to validate and proceed. Where you will be notified with your migration status. 

 

What is sparsh in pcda allahabad :

There are specifically three authorities situated in different locations like Allahabad, Mumbai and Delhi. These pension sanctioning authorities are responsible for only armed forces (Army, Navy and defense departments respectively). The pcda allahabad is a pension sanctioning authority that looks after providing the pensions for defense personnel retirees. Even a sepoy in the army department was considered under a sparsh portal. It is guided by pcda allahabad that looks after army personnel monetary allotment. 

How to Submit Manual Life Certificate (MLC) in SPARSH?

In this sparsh, we can obtain a life certificate in 2 ways. One is MLC and another one is DLC(digital life certificate). Now let us take a look at the format that explains how to submit an MLC certificate in sparsh.

Step 1 - click on the main portal or just click SPARSH- Defence Pensioners.

Step 2 - click on identification as shown below.

Step 3 - then click on perform identification in that interface.

Step 4 - select manual life certificate and then click generate MLC number. 

Step 5 - by default MLC number will be added in that provided space and you need to click on download MLC certificate.  

 

Step 6- you can download it in pdf format. 

At step 5, if you click on initiate request then it leads to an interface like below. Where you can get access to every information related to the pensioner.

Step 7- This is the format that needs to be approved by superior officials. 

Step 8- you can find the information in the download MLC format to whom it required to get signed in the document.

 

Step 9 - you need to fill the required and also needs to get signature approval from above mentioned superiors and the save it in mobile or pc.

Step 10 - again login into sparsh portal and then click on action.

 

Step 11 - it leads to an interface where you need to fill the required details as shown below. 

Step 12 - Then at below attach the download form. 

Step 13 - you need to cross check the bank details and then click submit. 

Step 14- after submission, you will be provided with a tracker id.

Step 15 - you can check the status of your certificate in sparsh portal by clicking on to status. It shown as below.

Step 16- At last you need to download the digital pdf format from the right next column download option. 

How to Submit Digital Life Certificate DLC?

We will let you know how to submit the DLC certificate and all related information. For that you just need to take a look at these following steps. 

Step 1- go to the website portal jeevanpramaan.gov.i and click on get a certificate. 

 
Step 2- then select the device to get register for digital life certificate. 

Step 3- you need to enter the valid email and enter captcha and then click I agree to download. 

Step 4 - An otp will be generated to that email id and then click submit. 

Step 5- after then the download link will be sent to that provided mail id.

Step 6 - you need to install the app from the downloads just like below. 

Step 7 - The app will be downloaded either into your pc or mobile phone. 

Step 8- You can access this app even through mobile and you need to fill these details. 

Step 9 - Provide the confidential security information.

Step 10-  Enter the required details in provided spaces. 

Step 11- After agreeing the following information click on scan. 

Step 12- You need to login into DLC portal and submit the required details as shown below.

Step 13- Enter the generated otp and click on login Step 14- Finally DLC certificate will be generated as shown below.
