GeM Portal 2022 Overview

Buyers on the GeM Portal:

The buyers on the GeM portal are all government departments, PSUs, and state-owned enterprises. The department of commerce has designed the GeM portal to bring transparency in public procurement.

Buyers have access to details about sellers on the GeM portal. They can find a wide range of products and services offered by various sellers and narrow down their search for best options available from various sources. The buyer also gets notifications about any changes in prices or specifications of the product or service being offered by the seller.

Sellers on the GeM Portal:

The sellers on the GeM portal are all private companies registered with Department of Company Affairs (DCA) as a Public Limited Company (PLC). Sellers can list their products/ services on the GeM portal and also offer customized solutions to Government Departments/PSUs.

The buyer can browse through various product categories offered by the sellers, select the products they are interested in and make purchase requests. Once a buyer makes a purchase request, seller confirms availability of product(s) as well as completes all necessary paperwork for transfer of ownership of goods. 

Buyers have access to detailed information about sellers on the GeM portal including financial data (net worth), company registration details, contact information etc.

How to Register on GeM Portal for Buyers:

The following organizations can register on the GeM portal as buyers and are authorized to make procurement through the portal:

Central Government.

State government ministries.

State government departments, including its subordinate offices.

Central and state autonomous bodies.

Central and state PSUs and local bodies.

The following government officers/head of offices can register their organization as primary users on the GeM portal:

Any officer of Central Government. State government. Public Sector Units (PSU). Autonomous bodies, local bodies, constitutional bodies, or statutory bodies at the deputy secretary of government level.

The portal has been created with the following features:

A buyer can register his organization as a primary user by providing an email address, name, and mobile number of the head of office.

The central government organization are allowed to register up to 100 secondary users per organization. The state government ministries and departments can register up to 25 secondary users per ministry/department.  For example, the Ministry of Railways can register two secondary users in its department (to be nominated by Principal Secretary).

The local bodies, autonomous bodies and statutory bodies can create one or more secondary users for each branch/office. These organizations need not have any specialized departments for procurement; all officials must be authorized to act on behalf of their organization as buyers on the GeM portal.

The secondary users registered with an organization on the GeM Portal can view, create and manage procurement portals for their assigned organizations. 

Each buyer is provided with a login ID and password to log in to the portal and make purchases through it. The head of office/ officer authorized by Central or State Government can also activate electronic signature facility (ESF) using which he can authorize purchases made by his subordinates on behalf of his organization on the GeM Portal. Organizations can create procurement portals for the following products:

The Central Government Procurement Policy 2013-14 envisages a market-based approach to procurement where the government buys goods and services that are of the best quality, at the most efficient price, ensuring optimum utilization of public funds. The GeM Portal helps in achieving this objective by providing information on all procurements made by Central and State Governments.

Advantages for Buyers in GeM Portal :- 

The GeM Portal has a wide variety of products and services available, making it the ideal platform for buyers to procure goods and services. The portal provides detailed information on all the offers made by vendors, providing transparency in procurement. Buyers can compare prices of different suppliers and make an informed decision about which offer to select. Moreover, GeM Portal makes it easy for buyers to track their purchase transactions through My Purchases section.

There are several advantages for the buyers on the GeM Portal.

The primary users can make use of their business credit cards, debit cards and net banking facilities to purchase goods and services from sellers. The primary users can also make payments through cheque, demand draft or online bill payment facility provided by banks.

The primary users have to pay only 1% service tax as GST if they are purchasing goods worth Rs 50,000 or more at a single transaction. For purchases below Rs 50,000 at a single transaction, the primary user has to pay 4% GST as service tax instead of 1%.

Detailed procedure to purchase on GeM Portal :

Direct purchase: 

We need to log in as a buyer to purchase from GeM Portal. For that, one must have a registered GeM user id and email. A dashboard will be displayed with various categories related to the products & services list. We must choose the required product quantity under the administrative filter that directs to that product interface. There are 4 filters to help out the customers with extensive information.

The administrative filter provides information about :

The intent of buying (BID/ PAC/ Difficult area local filter) & delivery locations

Out-of-stock info

Make in India

MSE

Startup 

Seller registered address

Seller rating 

The financial filter contains the annual turnover of that particular seller. The make/ model selectionfilter helps us to choose the brand and model of the required product. The product specifications filter provides the golden & silver coloured parameters based upon the priority. 

We can proceed forward by adding the product to the cart. By selecting direct purchase, a comparison sheet will be generated. Where we can compare the product specifications and price with others. An invoice will be generated after confirming the order followed by online payment. 

Through bids:

The bidding process on the GeM Portal includes the same procedure for purchase as mentioned above. Bids differ according to the products and services. It consists of service bids, bunch bids and custom bids. We need to select the bidding option instead direct purchase. Where the list of sellers and product prices will be displayed. The buyer needs to select a bid by providing information like the duration of the bid and the seller. Finally, when a buyer gets the deal he can conform so that he can download the bid document of that product/ service. 

OEM panel on GeM Portal:

The OEM stands for original equipment manufacturers. The one who manufactures their own products is called to be OEMs. 

For the OEM panel request process, we need to login into the GeM profile with the registered user id. One has to provide 100% information in vendor access. Then select the OEM panel in my access where we will be directed to that interface. There we need to provide information like category, brand and registered trademark. Then we need to apply for the OEM dashboard by accepting the declaration. At last, a success request needs to be submitted. We can check the status of requests in the catalogue section

About DDO, PRC and ATC in GeM Portal:

DDO:

The secondary user is considered as DDO/ consignee in GeM. where the primary user must be the head of the department. He can assign access to the secondary users up to a certain limit. One must log in to the primary user account to register as DDO in GeM Portal. 

PRC:

The PRC stands for provisional receipt certificate. This receipt has to be generated within 2 days from the time buyer receives the product. It will be issued by the consignee/ DDO with a digital signature along with the date. 

ATC:

ATC means additional terms and conditions. Every buyer strives to get certified under the ATC. As it marks goodwill upon the one who is registered under ATC in GeM. As it gets registered as ISO certified company.
